I am sure that age on the date of departure (outbound) was the determinant at that time, because I had called Lufthansa about this before buying the tickets. The question is an obvious one for someone taking a trip which straddles their child's 2nd birthday.
Fare rules are probably airline specific, or they might have changed.
I remember looking into this recently and was told by BA & Swiss and also on FT that if the infant is over 2 on his return then the price difference applies. This was just last month on Swiss, so I just bought a one way. Return I have had to buy him a seat even though he will not use it at all.
