Can you not thru check your bag with JetBlue?
My suggestion is for you to call the CX SFO airport information counter and ask them.
Try :
If that is the wrong depaartment, then ask them what the number is for the airport office. Not the main reservation line.
CX will not allow bags to be checked until 4 hour prior to the flight.
so, I guess there are only 3 options for me:
(1) pay the $20 and use the airport luggage storage in the international terminal
(2) JetBlue will not transfer the bag to CX... but I'm wondering what will happen if I simply don't pick up the bag at baggage claim?

(and come back a few hours later)
(3) drag the bag with me while I spent a few hours visiting downtown SF.
