That is easy to say when you are not the supervisor. However, just as you would like to TSA to follow their own rules, there are rules concerning how a supervisor has to deal with a Federal employee. It is far from simple as sending someone home especially without pay. I believe something should be done but it has to be done correctly and that means it is rarely immediate.

Yeah, unfortunately you have the whole issue of escalating punishment. As egregious as this encounter sounds, it's very difficult to get a government employee fired on the first offense.
