IIRC, EOW planes also have higher end navigational instruments (in other words better - to further help it operate offshore - but I understand that 319s come out of the box able to handle Category III landings - so maybe they don't need add'l equipment) and contains life vests and rafts (instead of your seat cushion serving as your flotation device).
Unlike ETOPS (Extended Twin Engine Operations - or as a pilot once told me "Engines Turning or Passengers Swimming"), EOW aircraft must operate within a certain distance of shore (but it allows for service to Bermuda or the Carribean).
Plus, the AVRO is the slightly updated version of the BaE 146 (look Ma - 4 engines) - which US owned from the PSA acquisition. However, they got rid of 'em all a while back.
