I heard the same thing, but that you can still get around it if you fly into MVD and take the Buquebus across the Rio de la Plata. Only really makes sense if you want to spend a couple days in Uruguay as the flights into MVD tend to be a little more expensive and then there is the price of the boat tickets, cab fares etc.
