My picks:
Transportation - Shanghai. Beijing traffic is horrible, subway too crowded.
Food - Beijing IMO, though I love Shanghainese food.
Sightseeing - Beijing, no contest. Shanghai does have the Bund/WFC.
Shopping - Shanghai, though Beijing has it's spots.
Friendliness - Beijing, no doubt.
Safety - tie, nudge to Beijing
Development - Shanghai, Expo was just the start
Airports - Shanghai
