I have no legal background but I think the onus is on BA to complete the accident book not the passenger. If the FA didn't take her seriously then this is BA's problem - they have a responsibility to log accidents that are reported to them. If your partner has the FAs name then this could be noted in any complaint. If your partner was travelling on business I presume she would have travel insurance through her employer which would give her access to legal advice.
