Why E+ seats are still given to non-UA/CO *G passengers on the phone for free?

I just came across Denied E+ Fee Waiver - "We are here to make money, not make favors." thread, and then I recalled my recent readings on the internet in which non-UA/CO *G passengers reported their success in securing E+ seats on the phone in advance with the reservation desk for free. I found this irritating because if I get on a UA flight by same-day confirmed or standby, there is a chance that non-UA/CO *G passengers get E+ but I do not. UA/CO *G passengers do not get a comparable benefit on any of *A partner flights, so why does this happen on UA flights? Are reservation agents not fully aware of the E+ for UA elites only rule that came into effect few years ago? If so, I hope UA would remind all the agents again that E+ is for UA/CO elite members only. Better if UA can implement a programming into the system so that non-UA/CO elite members are forbidden from being assigned E+ seats except for only at the gate.

I understand that E+ should be given to non-UA/CO *G passengers if and only if all the E- seats are full. If there is space in E-, UA should not let them sit in E+ for free.

Talk about how lowly some *G memberships are such as Asiana or Aegean. Just fly 20,000 miles a year and then you are *G. I understand that the priority ranking for operation upgrades is *G > 2P, and I think this is ridiculous. Feel bad for 2P members as they are ranked below some lowly *G members.
