If I were in the OP's shoes and confronted with this sort of "logic" I would want to know

- the last time the hotel was checked for bugs
- the last time they found bugs
- what they did in that case
- and the last time this particular room was checked or treated
- also since he decided to accept being moved to a new room, I'd want to know the last time THAT room was checked or treated for bugs

Can't give me that? I'm going down the street.
