I'd say their ideal target audience are those who fly as much as us, but know much less than us. Of the FFs I know who are not on FT, none of them have a good understanding of the programs:
1) My mom just accepted a 4 year position that likely involves 100K a year of LH travel and god knows how much SH. She has status with BA, but doesn't really know what it offers besides better seat selection. My dad will be flying beside her the whole time and has no status, yet was an E for at least 8 years in the 90s.
2) My bosses probably spend > $100K on travel and hold no status anywhere. One of them is flying to Kenya next week in Y (and on TS for half of it).

3) My SE sales manager didn't know why flight passes would be a good fit for her on YYC-YYZ.
4) The guy I sat next to on flight last YYC-YYZ flight: does YYC-YYZ-YYT return every 2-3 weeks in a A320 middle seat, and was upset that he nearly got bumped from the flight.
OTOH, my year is going to be 16 segments totaling 35,167 miles for $4,855, of which 25% will be in Y and 75% will be J/R.
Not hard to figure out which of those customers AC wants back most.
