I am sure most airlines realise there is need to balance out the cycles and hours between their short haul aircrafts. For example, a lot of QF's 763s are used on the SYD-MEL shuttle, but QF will sometime rotate these aircrafts for runs to/from PER from the East Coast to balance out the cycles and hours a bit.
The problem with this with CX is that most of their busiest regional routes are very short: HKG-TPE; HKG-PVG; HKG-SHA. Can't really balance it out too much when there's already such a super high demand on these routes. Especially at a time when CX is short on planes already.

As for your other logic. I'm talking specific with shorter-route planes, 772s and 773s. I have no problem with long-haul being used longer because of shorter cycles.
