For some reason I thought it was illegal to refuse to accept a legal tender

I have never had any trouble using 100 Dollar bills in the States or 50 pound bills in the UK (except for Scotish bills which are not legal tender, though).

We have very strict laws in Ukraine in this regard, and any business with a cash register (e.g. not someone at a market) is required to accept any bills.
