The odds of anyone that lives in one of the other boroughs (Bronx, Brooklyn, Queens, Staten Island) moving to Manhattan in that rental range is pretty low. With Zip Code (they wouldn't even need zip+4) it is very easy to have a targeted campaign focusing on the island of Manhattan or even specific areas within Manhattan.
If this was part of a broader campaign (any NYC building that accepts AXP will honor the offer and MiMA paid for their building to be specifically listed) then it would make sense to send to any borough that allows payment via rent. If it's an offer for the MiMA property only, then this is a poorly targeted offer.
MIMA is a new luxury rental apartment building owned by the Related Company. The building is on West 42nd Street, and it is a very nice building. Rents start just below $3000 for a studio and go up from there. Related has generally offered AMEX bonus points or waiver of the annual fee on platinum cards to residents of its building who opt to pay their rent each month through AMEX. If you live in a Related building now, you should ask your Rental Specialist whether the offer extends to your building as well. It is my understanding that it does.
