Demue is right.

The "No Blackout" rule does not mean all rooms may be booked with points.

Hotels are obliged to allocate 5% of availability to reward nights.

This is randomly monitored by IHG who will issue a written warning followed by financial penalties of $500 per month, increasing to $1000 for further non compliance.
