I am not at all suprised that you need to pay for an extra bed. From the hotels perspective it is (a) cost and (b) lost revenue for a second room. It appears to be a US thing to stay with more than two adult people in a room, which is not too common in Europel. However, getting an extra bed into a room, getting it out again and providing for sheets and linens simply costs money. 10 USD will certainly not do the trick. And the IC in a European city known for very expensive hotels is not a HIX in the midwest.
