While your gut feeling may be right, just see it as a similar situation to using airline miles for an award ticket. While there may still be revenue seats available many times there will be no seats available in the award booking classes.

I guess right now the hotel has sold out their allotment of rooms bookable with points and thinks they can get higher rates from guests than what PC is paying them for a room. This may change though.

I would book a flexible rate at the hotel and then monitor the award nights. If award night it becomes available again just book that one and after that cancel the flex booking.
