I don't know how it's in England, but in Switzerland and some other airports like Singapore, the arrival/departure is in the same area, meaning you can buy duty free on both ways, in and out, so it does make sense to sell even non-handluggage there. And they must be doing business otherwise they wouldn't have those items on sale, for sure.
