I know for Russian visas you only get as long as stated on your invitation, but getting an invitation for 30 days is not hard.
It could be a new rule (for Norwegians and/or other nationalities) or it could have just been the consular official who was processing your visa was having a bad day.

For what it's worth, I (U.S. passport holder) applied for a Chinese tourist (L) visa in 2009 in Manila and was granted 90 days and two entries even though I stated I was only intending to stay for 5 days. This being China, it wouldn't surprise me if there was a great deal of arbitrariness in the decisions they make.
