It's not a serious crime, it is a driving offence (which can of course contribute to a serious road accident). Look, I will agree with you that you should not be texting/emailing/talking/etc while driving, but I don't quite follow your leap to corporate dismissal (unless you are talking about pizza delivery drivers.

"Well George, I know you're a managing director at our hugely profitable private equity outfit, but I hear you've been emailing at the traffic light. I'm afraid we're going to have to let you go."
