Interestingly, National France couldn't really do anything for me with a National Spain car. I don't know if Hertz and Avis are different. Definitely something to think about when crossing borders.
I had an Avis French car that broke down in Italy. I limped along to the nearest Avis location in Italy and they gave me another car. It took about an hour for the paperwork and I had to dispute a couple of incorrect charges afterwards, but that was it.
