BA rules are not the point here. You are entitled to a refund for BOTH seats under consumer law as you did not get the service that you paid for ie two seats together that are not blocked by a c seat. I wouldn't worry about the t&cs. Quote the Supply of Goods Act 1994. The Sale and Supply of Goods to Consumers Regulations 2002 etc
