This is rather confusing.

I see a photo of a desk "International Transfers".

What's the difference?
That photo appears to be an airline service (transfer) desk where you can get onward boarding passes, etc--not a Chinese immigration desk. Even if you need services of the service/transfer desk, you still have to go through immigration after that.

My previous post specifically discusses Chinese immigration desks, which can have 3 general setups that I've seen:
1) Completely separate desks that are located away (usually in front of and/or to the side) of the long row of regular immigration desks. The separate desks are normally signed "International Transit Passengers." An example is PEK T3 intl arrival.
2) One of the long row of regular immigration desks will have a sign over it "International Transit Passengers" instead of "Chinese Nationals" or "Foreigners." Usually this desk will be at or near the end where the Diplomat Channel is. This is the situation at PEK T2 intl arrival.
3) No special desk, in which case use one of the "Foreigners" queues. There will be many Chinese airports with intl arrivals that will do this. This is the most likely scenario where you might get a newbie duty officer that will need to call a supervisor to confirm that you are deserving of the TWOV stamp.

Hope this clears up some confusion on what the traveler might encounter. If there's yet another Chinese intl transit immigration permutation someone has encountered, please relate experience. As of now, we don't have a handy compendium of the different situations at the various Chinese airport/terminal intl arrivals. It would be pretty easy to compile all our experiences and come up with a reasonably decent one, though.
