Their "research" showed 99.3%. So something is off. I think B6's new program has been around over a year so that should be 100%

Right, they all are at 100%, even B6 and WN. It's always a question of cost. Although US used to play games with this by shutting down Y class so rule busters were not available on non sold out flights.
