AT&T has started "harvesting" (as it is being called) some bandwidth used for 2G for conversion to use for 3G. That will reduce 2G capacity thus the interest in moving 2G device customers to 3G capable devices.
That won't affect areas without any 3G service, just areas where 3G gets congested from lots of usage while 2G sits mostly unused.
