This is aimed at cleaning out your rollover status
If you finish the year with 31k MQM miles but you have GOLD status due to this program, your rollover balance will be ZERO. Because you're below your Gold Threshold.

Which is fine if you're in Year 1 of a multi-year ramp up in travel. But if you're typically a person who files about 20-30k MQM a year...you'll find hitting Silver in subsequent years (much less Gold) tougher without your rollover.

Just know what you're signing up for.
