Most people laughing and smiling: Thailand. They don't call it the "land of smiles" for nothing.

Less smiles: Germany. I don't agree that everyone there is grumpy. I tend to think more of a cultural thing. A real lack of smiles to strangers when walking about, but quite a bit of fun sitting and chatting at a Beer Garden.
