This should be easy to argue since the text is very explicit in the fare rules: something like "highest fee of any changed fare component".
If the system assesses the fees, then I should not be concerned about it. At then end, agents are not likely to override what the system says.
I'm less sure about this. I have no insight into the mysteries of the rates desk, but different agents give me different answers to the same question. If the system was generating the answer then there should be consistency. As far as I can tell the rates agents are sitting there with a slide rule and when you ask them how much something costs they return the logarithm of a random number.
