I guess it would be too difficult for UA to note when issuing a ticket with a codeshare flight, say, on Hawaiian Air, that if the flight originates with Hawaiian, you must pay the baggage fee. This would avoid any misunderstanding at the check-in.

Most people, including me, would mistakenly assume that the ticket says UA____ so it's a UA flight.
