Intending travellers have to comply with the immigration/transfer rules of every country they pass through en route, and airlines are obliged to check that the necessary visas are in place (they are responsible for returning any illegal arrivals back to their point of origin, at the airlines' own expense, and can be fined by the immigration authorities). If a visa is necessary, the passenger has to be able to show it at checkin or they may be denied boarding.
