I think UA should do the same for the particular example of mixed domestic/international, but they definitely would want to charge more by enforcing international penalty.

Fortunately the system generates the fees so even a badly confused agent should still get the correct answer.
If the system assesses the fees, then I should not be concerned about it. At then end, agents are not likely to override what the system says.
