Penalty rule for a ticket consisted of multiple fare bases?

I have a quick question. If I purchase a ticket consisted of multiple fare bases, how does penalty rule work for this ticket? Once I had an agent on the phone who told me that if I buy such ticket, then I would be liable for penalty of each fare basis whenever I change the ticket. So he explained that if I were to purchase a ticket composed of a domestic trip and an international trip, I would have to pay $150(domestic)+$250(international)=$400 every time I change that ticket, which sounded outrageous. Then I read somewhere that the most restrictive rule applies for a ticket composed of multiple fare bases. If this is true, the biggest single penalty amongst multiple penalties would be charged if I were to change the ticket. Which is true, the sum of multiple penalties or the biggest single penalty?
