I was under the impression that the WikiLeaks team knows how to remove digital watermarks and other trackers from PDF files. So it's all too easy for one disgruntled TSA employee (or conscientious, or any of a number of other adjectives both positive and negative) to email the SOP from a one-off email address to them.
I'm actually quite surprised that this hasn't happened yet. I'm also wondering why an ex-clerk hasn't gone ahead and issued an anonymous posting of exactly what it is he/she read.
And it's not because no one has had a problem with it. Don't even try to pull that one out.
