I don't know what you have in mind for your iPad hanging case, but however you choose to make it, getting it to hang from the tray table should be simple. Attach a horizontal strip or belt to the back of your case, which will go around the tray table horizontally. Then, attach a vertical loop that will go over the top of the tray table, and connect to the horizontal belt. If you make them both with Velcro ends, you'll be able to adjust the size of the belt for different tray tables, and the size of the loop so the iPad will hang higher or lower.
It will make more sense when I post a pic tonight.
