I was under the impression that the WikiLeaks team knows how to remove digital watermarks and other trackers from PDF files. So it's all too easy for one disgruntled TSA employee (or conscientious, or any of a number of other adjectives both positive and negative) to email the SOP from a one-off email address to them.
