It can. However it greatly increases the chance for agent error. If the agent is not careful, or being sidetracked while working on your change and forgot to "preserve" your existing seats... SNAFUs do happen and often have no recourse to make it right.
I am the one who tries hard to minimize such potential.
BTW, in your description, you essentially is buying the international segment for $150...
