If you don't have any credit card debt, then why do you care about the APR? (I am asking that seriously).
What inY was trying to say is that if you're looking for an card with a low APR because you'll be carrying a balance, it would be best to just disregard any perks because the interest would exceed any perks you got. Even if you only carried it for a short period of time, it probably wouldn't be worth it.
That Citi 21 month 0% purchase APR does look really good though... can't get below a 0% APR (Citi is offering that on both their Diamond Preferred and Platinum Select).
If you're looking for perks, you can apply for some of the other Citi cards with Thank You rewards (Forward/Premier). The Citi Dividend Platinum Select is 0% for the first 15 months with 5% cash back for the 6 months, dropping to 1% thereafter.
If a low rate is more important than rewards, you can also check out your local banks as well to see what they are offering.
