It should be an FAA rule that anyone that preboards can not sit in an exit row. WN has had that policy for a long time and if their FA's are able to enforce it, then the legacys with assigned seats can very easily enforce it, if a preboarders BP beeps to alert the GA they are in an emergency exit row, the GA should ask for a volunteer that is qualified to sit there to switch seats with them or tell them they have to board with their zone.

Reminds me of people at my gym that have to have the very front handicap spot and can't walk an extra 100 feet to their car, but can spend an hour on the elipitical machine or treadmill
