Absolutely, just ignore the "flight connections" signs and head out through immigration. Four hours is more than enough time to check it out, and on the way back to T1 just take the underground walkway.

2) What is the best lounge to use in T1 when departing on BMI to EDI?
Haven't checked out the renovated BD lounge, but I'd still go with the *A lounge and make the hike out to the domestic gates a bit early. Or you could spend longer at the arrivals lounge and waste the few minutes at the BD domestic, although it's nothing spectacular.
