The only time a guest (not in CW or F) can have lounge dinner before a flight is at the CCR in JFK. Once you are in, you can have order food in the dining area. Otherwise, you have to show a BP for access to the dining area.

A Silver/Gold card should in theory, not get you access to the lounge; just a CW or F BP.
