Short answer: yes. The US State Department

Long answer:
It's complicated. I'm a San Diegan myself, and I generally agree with BajaInsider that you need to keep things in perspective. In short: Tijuana is not Juarez. Heck, parts of Mexico are safer than Canada, as
The Economist pointed out last year. Although Tijuana (not the rest of Baja!) does have a relatively high murder rate, I'm not aware of any tourists that have been killed there. US citizens, yes, but presumably only a few with ties to
narcos.
I was in Tijuana last weekend -
Misión 19 is one of the best restaurants I've ever eaten at - and I'll be headed down again on a
Turista Libre tour before too much longer. Baja is one of the great unexplored tourist destinations around here: the wine country is phenomenally beautiful, the food is amazing, and the Tijuana
cultural center and museum is world class.
I'm excited about the new BA flight to San Diego - my partner'll be flying to London this June, and for once we won't have to go via LAX or SFO, which is awesome. Plus, we can finally shop for duty-free Scotch at Heathrow and not have to worry about repacking it for the final leg home!
