Thanks for the information about the entry fee. Not the answer I hoped for, but much better to know now. As to my checked luggage, a Lan telephone agent told me I could check it through all the way from EZE to Calama, so that is why I misunderstood that I would not have to retrieve it at all at the Santiago airport.
