He needs one if he wants to be 100% secure. Not to have one is to gamble. Just so that you're sure: a visa is required but that requirement can be waived at the IO's discretion. The difference in wording is important.

The fact that it is all one BA itinerary is of no consequence. It is about having an onwards ticket <24hrs.
