You have quite a lot of protection in the case of an international flight for the reimbursement of the full value of the stolen luggage. It is absolutely CO's responsibility until the bags are delivered to you. They may try to get out of it since you short-checked the bags and messed things up there, but press them on the issue. Hopefully you have a reasonable recollection of the contents of the bag and what you will be claiming as stolen.
