I'm looking for a hotel near HND to accommodate both an early morning arrival and an early morning departure. I arrive LAX-HND on DL at 4:55 a.m. on a Sunday morning and depart HND-DTW on DL at 6:55 a.m. the next morning (Monday).
The two hotels which have caught my eye are the JAL City Haneda and the Tokyu Stay Kamata. The latter has an especially attractive "Opening Campaign" rate, which appears to be about $40 less expensive than the JAL City Haneda's best rate for my stay.
The JAL City Haneda looks perfect for the return, with a shuttle departing the hotel for the international terminal beginning at 4:30 a.m. But it doesn't appear to be so good for my arrival; unless I am misreading the
timetable, it looks like the shuttle from the airport to the hotel only runs in the evening. So what do I do upon arriving at HND in the morning? Take a taxi to the hotel? How much would that cost? A train?

As you pointed out, the Hotel Airport shuttle bus runs beginning at 17:00pm
from Haneda Airpot to the hotel.
In your case, you have 2 options.
1, TAXI
It takes about 10 min and costs about JPY2.000.
2, TRAIN
You can take public train, KEIHIN KYUKO- HANEDA LINE, get off at ANAMORI Station.
It takes 5 min and costs JPY280. From the station, it takes 3 min to the hotel by foot.

The Tokyu Stay Kamata, on the other hand,
claims an 8-minute transportation time from the hotel to HND:
Tokyu Stay Kamata is located 3 minutes by foot from Keikyu Kamata Station. . . . From Keikyu Kamata Station, Tokyo International Airport (Haneda Airport) can be reached in approximately 8 minutes via the Keikyu Airport Line.
The problem, I'm afraid, is my 6:55 a.m. departure. Will the Keikyu Airport Line start running early enough in the morning to get me to the airport in time for my flight (assuming no checked bags)?
