Yes. When I was finishing up my business degree, our cohort did a presentation on alternative McDonald's food offerings from around the world and during our research the Loco Moco was among the items cited as being available in Hawaii.

ETA: I still have a picture of one that we used in the slide presentation and it was the standard version Loco Moco; however, I have seen it referenced as a sandwich as well. Last mentioned in September 2010 in comments posted to this blog: http://cook-eat-love.com/2010/09/foo...ale-loco-moco/
