1. Does her last name change count as one of the 3 CP name changes? When her name changes she will have to surrender her current drivers license for the new one so she cannot continue to use that. But she will have her passport still with the maiden name. But she may have to give that up also when she gets a new one with my last name?
2. The language in the CP terms say 3 name changes are allowed during year long CP. However, with the new program this is valid now until 12/2012. Are we lucky enough to get 3 name changes each calendar year now? So I can change it 3x this year and 3x in 2012? I am guessing not, but I have not seen or heard any word on that.

Honestly, I'd call up the CR group at 214-932-0333 to get those questsions asked. Although you realistically never need to show the CP card to the gate agent, all her booked travel will be under her maiden name. So eventually you're going to need an ID that matches what's on the boarding pass.
Ask them how they specifically handle name changes due to marriage. But until the name on the CP is officially changed, she'll need to use one form of ID that has her maiden name. My suggestion would be to use the following order.
1) Get the name on the CP changed
2) In the interim, use the passport while the DL is getting updated
3) Once the DL is updated and presumably the CP card as well, get the passport updated.
My wife never changed her last name, so this was never an issue.
