It only says "default". HSBC China can represent that cardholder has opted in for DCC in the first instance.
Since HSBC is not bothering to comply with rules, it may very well mark up DCC slips itself before sending them back to issuers.
Only when the cardholder has circled the choice/completely blacked out the USD amount before signing, would HSBC have reason to reverse the DCC.
