Actually, I was able to do exactly what was suggested. I flew SFO-ICN on SQ and then on to Guam by KE. After landing in ICN, I was refused boarding on KE due to cabotage and had to spend one night in Seoul and board the next day (24 hours in Korea apparently solved the cabotage issue). Very annoying.
Were the flights codeshared and issued by 1 carrier? I thought cabotage only applies when a single carrier tries to transport pax between two points within a foreign country. If you had flown into S. Korea on SQ, why can't KE fly you else where from S. Korea? How would KE, or any carrier for that matter, know how or when you got to S. Korea?
