Elite qualifying miles are the EQMs you have flown since January 1 that determine your elite status for the following year. Miles toward upgrades is keeping track of your flown miles since March 1 and you're right - every time you cross 10k on that counter, you get four more upgrades. The miles toward upgrades re-set on March 1 and thus does not match your year to date EQMs.
