Then you don't need pat-downs at all. The world's dumbest criminals know where to hide things they want to smuggle into or out of prison. Given that TSA does not do body cavity searches, even a dumb terrorist knows exactly where to hide something he doesn't want them to find.
So why bother touching any other areas of the body? Stop touching people at all and return to wanding to resolve specific areas of concern.
